-Strict codes may limit some building designs as well as require significant investment to meet building standards.
-Located several kilometers from the nearest town.
-On the "wrong" side of the highway.
-Large project means it may fell desolate while it's filling up, as it did when we visited. Projects with lots typically take years to mature.
